Biographie En

Raphaël Danino-Perraud is a commissioned officer (with the rank of major) from the Operational Energy Service (SEO), working for the French Defence Staff. He also works as an independent consultant for the French Ministry of Ecological Transition. Finally, he is a part-time lecturer at French engineering schools such as Centrale Supélec and École Nationale des Ponts et Chaussées (ENPC).

Raphaël Danino-Perraud graduated from Sciences-Po Lyon (2012) with a degree in International Relations and in Business Intelligence. From 2016 to 2020, he performed a PhD in resource economics at the University of Orléans (LEO) and the French Geological Survey Bureau (BRGM).

Although it is still marginal, the market for electric vehicles (EVs) is growing. According to the French Institute of Petroleum and Renewable Energies (IFPEN, Institut Français du Pétrole et des Énergies Renouvelables), EVs accounted for a little more than 2% of the light vehicle market in 2019. This was up by 54% compared to 2018, but EVs still only represent 0.8% of the global car fleet. That said, the International Energy Agency (IEA) estimates EVs could make up between 15% and 30% of vehicle sales in 2030.

In September 2010, China stopped all exports of rare earths and associated products to Japan, depriving Japan’s industry of essential raw materials. This decision highlighted the tensions around the trade of critical materials and China’s monopoly on a group of particular metals. Western countries had already taken some initiatives so as to reduce, or at least to analyse their vulnerabilities in the segment of critical materials.
