Tatiana Mitrova, Head of the Oil & Gas Department at the Energy Research Institute in Moscow, joins Hughes Belin to analyse the consequences of troubled EU-Russia relations for energy trade.
Even though Mitrova believes that EU sanctions are “not seriously affecting operations in the Russian gas and oil industry”, she describes the current situation as a “perfect storm.” “All negative factors coincide” and can severely undermine gas trade between Russia and the European Union.
According to Mitrova these factors include: Russia’s decision to shift gas eastward, the newly issued European Energy Union strategy, the failure to resolve the South Stream dispute, as well as the difficult political and geopolitical climate.

Le tournant énergétique décidé par l’Allemagne est au coeur de sa politique climatique et énergétique, mais détermine aussi l’attitude du gouvernement allemand dans les négociations internationales. « L’on en est encore, après dix-sept ans de supranationalité, à chercher comment définir une politique commune de l’énergie, et laquelle. (…) Pouvait-on faire plus en une génération ? Ou les objectifs fixés l’étaient-ils seulement par soucis d’équilibre politique, équilibre qu’il était implicitement convenu de ne pas respecter une fois la machine mise en route ? Entre les ambitions excessives et les hypocrisies nationales, les historiens (…) auront bien du mal à faire le partage ».
Alors qu’est annoncé pour 2014 l’achèvement du marché intérieur du gaz et de l’électricité, ce constat pourrait fort ressembler à un bilan tiré dix-sept ans après le premier paquet de libéralisation du marché, adopté en 1996-1998. Il n’en est rien : ce jugement peu optimiste est porté en… 1970 sur la CECA.
