Lacking the power to easily reconstruct a central Iraqi government with some level of legitimacy or authority, the stopgap measure of an occupation, seeking interim rule of law and the presence of supportive troops, remains. In the end, the stabilization of Iraq can only be envisioned if one imagines the construction of a federal power accepted by the various regions and communities and by a regional assembly or if Iran, Syria and Saudi Arabia, among others, do not choose to use Iraq as an outlet for their differences with the West following a scheme that could be for a long time similar to that of the Libanese civil war.
