The latest capsizing of a boat of desperate migrants may only be the beginning. All signs point to a tragic summer in the Mediterranean. In just five days, Italian authorities have taken in nearly 10,000 migrants. The fact that over 400 are feared dead in the most recent disaster is unlikely to deter Eritreans, Syrians and others ready to risk their lives to get to Europe. But in Europe itself, the talk is about how to keep migrants out, not take them in.
