Yves Gounin est maître des requêtes au Conseil d'Etat. Il a été premier conseiller à l'ambassade de France au Kenya de 2000 à 2003 et conseiller juridique du président de la République du Sénégal de 2006 à 2009. Il a enseigné les relations internationales à Sciences Po Paris et à Paris I - Sorbonne

La " Françafrique " est une expression qui, avant de stigmatiser la part d'ombre de la politique africaine de la France, exaltait la force de cette relation. Yves Gounin décrit ce système politique, économique et culturel dont le centre de commandement est situé à Paris et les tentacules en Afrique.
Ce système est aujourd'hui en crise. Sa réforme, sinon sa suppression, est unanimement souhaitée. Mais les politiques ambivalentes menées en France par la gauche comme par la droite l'ont maintenu sous perfusion. Lestée d'un passé colonial qui ne passe pas, compliquée par l'émergence de nouveaux acteurs, la politique africaine de la France voit s'opposer hier comme aujourd'hui, à Paris comme en Afrique, des anciens et des modernes. Les premiers veulent préserver les liens spécifiques qui unissent la France à l'Afrique ; les seconds appellent de leurs vœux la banalisation de la relation franco-africaine.
