Abstract:

Blatantly unilateralist at the time of its coming to power, the Bush administration has not yet plotted a definitive course in its approach to nuclear arms control and anti-proliferation efforts. The prematurity of certain statements was brought to light at George W. Bush and Vladimir Putin’s meeting at Ljubljana, and following the switch in the Senate majority -which changed the case for NMD somewhat in Washington. Still, it is obvious that the White House remains deeply skeptical as to what is achievable through negotiation in terms of arms control.
