After the failures of the Seattle and Cancun summits, the cycle of negotiations begun at Doha must without a doubt be revived if the WTO is to truly become the organisation for globalisation for all concerned. But on what basis? The advocates of a “wide“ cycle which would include cultural products and social and environmental norms, differ from those who prefer a development cycle which would take into account the interests of the southern countries. They also differ from public opinion and the opponents of globalisation, who are mistrustful towards a cycle which would cover all aspects of social and economic activity. However, in order that the Doha cycle should not limit itself to just the question of market access requested by the Southern countries, a coherent and global architecture must at the very least be redevised, in particular by the United States and the European Union, on whom the onus for this currently falls.
