Abstract:

The article assesses the extent to which UN sanctions help in the maintenance of a stable international order. The experience of Iraq, Libya and Sudan suggests that, while sanctions may constrain states from external adventurism, they also have effects which may be severely destabilizing in the long term: regimes are strengthened against their own civil societies, moves towards regional collective security arrangements are blocked, and the domestic social order becomes more divided and divisive.
