Biographie En

Alexandra de Hoop Scheffer has been associate fellow at the Ifri United States program from 2011 to 2016. She is currently Director of GMF Paris Office. She has served as Advisor for U.S. foreign policy and transatlantic relations at the Policy Planning Department of the French Ministry of Foreign and European Affairs. Since 2010, she has also been an Advisor to USEUCOM (United States European Command) Commander and SACEUR (Supreme Allied Commander Europe), Admiral James Stavridis, as part of the Next Generation Advisory Panel.


She is an Associate Professor at the Institut d’Etudes Politiques de Paris and the Euro-American Campus in Reims, teaching International and Transatlantic Relations and is a scholar associated to the Center for International Studies and Research (CERI); the Observatory on U.S. Foreign Policy (OPA) of the University Paris III Sorbonne Nouvelle; the Research Program on the United States of the Institut Français des Relations Internationales (IFRI); and the Observatory on the United States of the Raoul-Dandurand Chair in Strategic and Diplomatic Studies at University of Québec, Montreal (UQAM).


Dr. de Hoop Scheffer is co-editor-in-chief of the Paris based journal Politique Américaine (with Dr. François Vergniolle de Chantal), the focus of which is the United States, U.S. foreign policy and transatlantic relations.


She has special expertise in U.S., European and French foreign policies, transatlantic relations, international security and geopolitics, defense, post-conflict reconstruction and democracy promotion.


Dr. de Hoop Scheffer holds a Ph.D. in Political Science from the Institut d’Etudes Politiques de Paris (Sciences Po Paris), two Master’s degrees in Conflict and Security Studies and Political Science from Sciences Po Paris and a B.A. in War Studies from King’s College London. She was awarded a scholarship from the French Ministry of Defense to conduct her Ph.D. research on the U.S. practice of regime change in Iraq (2003-2011).
