Immigration was a key priority of the French EU Presidency in 2008.

In its attempt to provide EU Member States and institutions with a framework for the future of European migration policies, the French government found strong support from other EU countries, particularly the UK. The result took the form of a “European Pact on Immigration and Asylum” that was accepted by the EU Council on October 16 2008.
