La dynamique d'autonomisation du Kurdistan irakien est particulièrement spectaculaire depuis l'intervention américaine contre le régime de Saddam Hussein en 2003. Mais la revendication d'indépendance des Kurdes s'est historiquement cristallisée en Irak tout au long du XXe siècle.
Après l'échec de la formation d'un État kurde au lendemain de la première Guerre mondiale, la promesse d'autonomie faite par le mandat britannique a été reprise de façon plus ou moins effective par les régimes irakiens successifs, qui se devaient de composer avec les velléités séparatistes de la population kurde. En 1974, Saddam Hussein octroie ainsi un statut d'autonomie relative à la région et y consacre le kurde comme langue officielle ; en 1988, peu avant la fin de la guerre avec l'Iran, il y déclenche des campagnes de terreur qui font des dizaines de milliers de morts ; en 1991, après la première guerre du Golfe, la répression contre le soulèvement des peshmergas conduit finalement la communauté internationale à instaurer une zone de protection, devenue ensuite de facto autonome.
La chute du baasisme en 2003 a largement transformé le sort de ce Kurdistan, qui devient pendant l'occupation américaine une zone vitrine de stabilité et de sécurité, contrastant avec le reste d'un pays déchiré par les affrontements communautaires et les soulèvements contre la présence étrangère. Deuxième force politique après les chiites, les Kurdes redeviennent alors des acteurs incontournables dans le jeu politique chaotique de l'Irak en reconstruction. Riche en ressources naturelles (pétrole et eau), gouverné par une élite locale capable d'alliances nationales pour protéger au mieux ses intérêts régionaux, le territoire accède, avec la constitution de 2005, à une nouvelle forme d'autonomie (" régionalisation ") institutionnelle et politique, dont les contours sont encore mal définis. Le rapport de forces est désormais bien établi, et géré avec savoir-faire tant avec le pouvoir central irakien qu'avec les Etats voisins (Turquie, Iran), qui abritent eux-mêmes d'importantes minorités kurdes.
Le projet de l'Ifri se propose de faire le point sur les perspectives et les limites de cette dynamique d'autonomisation du Kurdistan irakien, sur les plans institutionnel, politique, économique et diplomatique. La nouvelle gouvernance du territoire kurde repose sur des arrangements qui se sédimentent progressivement et que renforcent désormais des interactions bien gérées avec l'extérieur. Au-delà des questions internes irakiennes, de la pertinence et de la viabilité d'un modèle fédéral encore en discussion, il convient donc de se pencher sur les coopérations internationales progressivement mises en place par le Gouvernement autonome du Kurdistan. La portée stabilisatrice à court terme de ces coopérations est à mettre en balance avec le réveil des sécessionnismes kurdes dans les pays voisins ; au final, l'autonomisation du Kurdistan est-elle un facteur d'apaisement, ou de perturbation, pour un ensemble régional constamment soumis à de fortes tensions ?
