Revolution in Military Affairs
AbstractOngoing technological progress in fields such as intelligence, target acquisition, and precision attacks have fueled a debate on the possibility that a « Revolution in Military Affairs » (RMA) might be currently unfolding. By embracing the RMA rhetoric and yet implementing a more prudent « transformation », the US military has taken advantage of these advances and in the process has outpaced allies and competitors alike. However, and whatever their own operational merits, the aerospace and intelligence revolutions have not solved the strategic equation. They tend in fact to reinforce the proclivities of US strategic culture and go a long way to explain the current US foreign policy and its heavy reliance on military force.
