Abstract:

Why did not Al Gore run away with the American presidential election? Since 1992 the United States have experienced a period of unprecedented economic prosperity; the outgoing President, Bill Clinton, has continued to enjoy favourable polls, in spite of the Monica Lewinsky affair; and all the electoral forecasting models indicated unequivocally a victory to the Vice President. Nevertheless, the election resulted in a virtual tie, George W. Bush owing his victory to a few hundred ballot papers in Florida. Time for explanation...
