Abstract:

President George W. Bush’s push to develop defenses against long-range missiles has met a cool reception abroad. But whether he succeeds in his pursuit of an anti-missile shield will depend ultimately on whether he can maintain support for his missile defense plans at home. Congressional Democrats can hope to exploit public concerns that defenses are too costly, work poorly,and needlessly aggravate international tensions.
