In the last few decades, bilateral, multilateral, and regional agreements on arms control have witnessed remarkable development. Fundamental problems remain — on verification, withdrawal rules, or negotiation processes. Yet the entire process of arms control seems to have entered a deep crisis, first and foremost due to the USA’s suspicion: only the rebuilding of trust will allow the process to continue.Jozef Goldblat, Former Director of the Arms Control and Disarmament Research Programme of the Stockholm International Peace Research Institute (SIPRI), has received the GCSP (Geneva Centre for Security Policy) Award for his achievements in the field of international and human security (2006). Currently Vice-President of the Geneva International Peace Research Institute (GIPRI), he has published: Arms Control: the New Guide to Negotiations and Agreements (London, Sage Publications, 2002).
